Gambling Regulatory Deadlines to Watch in April 2025

In April, there are 11 regulatory deadlines on the horizon 鈥 with 6 key consultation periods coming to an end and requiring a response, and 5 actionable deadlines to be aware of coming into effect.
What are the regulatory deadlines to watch in April?
Ukraine
On January 3, 2025, the President of Ukraine signed into law various sweeping changes to the country鈥檚 gambling regulations.
Beginning April 1, 2025, amendments to the Gambling Law, the Lotteries Law and the Advertising Law take effect. The amendments address, inter alia:
- The state online monitoring system licensing conditions, responsible gambling, payment requirements, certification of gambling equipment and administrative liability (Gambling Law).
- Licensing conditions for state lotteries (Lotteries Law).
- A general prohibition for gambling advertising (Advertising Law), except for advertising:
- In linear audiovisual and audio media between 11pm and 6am.
- Inside gambling establishments and on the gambling operators鈥 website/mobile application.
- In online media targeting persons over 21 years of age.
- In non-linear audiovisual media, on information sharing platforms, video sharing platforms or search engines provided that it is technically possible to target only persons over 21 years of age.
The majority of the legal provisions are scheduled to enter into force on April 1; however, specific provisions as detailed in Article II of the law (Final and Transitional Provisions), enter into force on the day following its publication in the official gazette and 30 months after termination/cancellation of the martial law in Ukraine.
Additionally, the Ukraine Gambling and Lottery Regulatory Commission (KRAIL), to be replaced by a new authorised body, is scheduled for dissolution by April 1. Meanwhile, a "central executive body" will be responsible for developing the country鈥檚 gambling policy.
Austria
On March 13, 2025, the Austrian Federal Council passed the Budget Restructuring Measures Act 2025. The act amends Article 33(17) of the Federal Fees Act 1957, increasing turnover betting taxation from two percent to five percent starting from April 1, 2025.
Finland
On March 19, 2025, the state-owned gambling monopoly, Veikkaus Oy, announced that the annual loss limit applicable to their games will increase from 鈧15,000 to 鈧24,000 starting from April 1, 2025. As explained in the , this limit is the maximum amount that can be lost in a calendar year by a customer playing their games.
United Kingdom
On March 10, 2025, the UK Gambling Commission announced the effective dates for the online slots stake limits. The 拢5 stake limit for online slots, applicable to people aged 25 and over, will take effect on April 9, 2025, while the 拢2 stake limit, applicable to people aged 18-24 years, will be effective from May 21, 2025.
The decision comes after the UK Department for Culture, Media and Sport (DCMS) consulted on the proposal to introduce a maximum stake limit for online slots games in July 2023. The consultation followed the publishing of the UK government's the white paper "" in April 2023.
The provision for the stake limits has been laid out in the . Additionally, on March 6, the Gambling Commission opened a consultation on the proposals for clarifying the definition of 鈥榙eposit limits鈥 and other financial limits in its (RTS).
The aim of the proposed changes is to primarily improve the wording in the RTS and to ensure the optimality of the gambling system to enable and empower consumers to exercise control over their gambling. In line with the government's 2023 white paper "", the commission has made to make it easier for customers to set and keep meaningful financial limits. The changes will come into effect on October 31, 2025. The deadline for submitting responses is April 30, 2025.
British Columbia/Atlantic Provinces
On March 14, 2025, the Atlantic Lottery Corporation (ALC) and the British Columbia Lottery Corporation issued a request for proposals (RFP) for a national sports-betting solution. The ALC is jointly owned by the four Atlantic provincial governments: New Brunswick, Prince Edward Island, Nova Scotia and Newfoundland and Labrador.
According to the RFP, the operators are collaborating to select a single supplier with which they will each negotiate a contract to provide a technology platform as well as the trading and liability management services that will enable each of the operators to offer sports betting through the supplier, which will be deemed the National Sports Betting Solution (NSBS).聽
The NSBS will be conducted under the 鈥淧ROLINE鈥 brand, a single sports-betting platform to enable "a consistent sports betting experience for Players in each of the Operators鈥 jurisdictions".
The supplier is expected to provide digital sports betting services for all operators under the brand name 鈥淧ROLINE+鈥, and retail sports betting services for select operators under the brand name 鈥淧ROLINE鈥.聽
The RFP also notes that additional provincial operators, including Loto-Qu茅bec, have the right to join the collective and enter into an agreement with the supplier if they so choose. The RFP closes on April 24, 2025.
