Payments Regulatory Deadlines to Watch in April 2025

Each month, we leverage data from our Horizon Scanning Regulatory Deadlines Calendar to bring you a glimpse of the key response deadlines and legislation effective dates coming up, so you can plan and take action around some of the most important regulatory developments unfolding right now.

In April, there are 44 regulatory deadlines on the horizon 鈥 with 14 key consultation periods coming to an end and requiring a response, and 30 actionable deadlines to be aware of coming into effect.

What are the regulatory deadlines to watch in April?

Brazil

On March 6, 2025, the Central Bank of Brazil (BCB) issued Resolution No. 457, which imposes bolstered security requirements on financial and payments institutions participating in the Pix instant payments system. According to the news release announcing the resolution, these new requirements are designed to prevent fraudulent activity on the Pix platform. The resolution requires participating institutions to ensure that the names of individuals and companies linked to Pix keys match those registered in the Physical Persons Registry (CPF) and National Registry of Legal Entities (CNPJ) databases. Provisions of the resolution take effect on staggered dates: April 1, 2025, July 1, 2025, and October 1, 2025.

European Union

The European Central Bank (ECB) has published Decision (EU) 2025/2 in the Official Journal of the European Union, establishing rules for access by non-bank payment service providers (NB-PSPs) to Eurosystem central bank-operated payment systems and central bank accounts. The decision sets out the conditions under which NB-PSPs, including payment institutions and electronic money institutions, may participate in these systems. It introduces eligibility criteria, security requirements, and compliance obligations, while also specifying limits on the funds NB-PSPs may hold in central bank-operated accounts. The decision applies to all NB-PSPs seeking access to Eurosystem payment systems and comes into effect on April 9, 2025.

U.S.

On January 10, 2025, the Consumer Financial Protection Bureau (CFPB) opened a public comment period to gather insights into how companies offering consumer financial products or services collect, use, share, and protect personal financial data. In response to growing concerns from consumer advocates and members of Congress, the CFPB seeks public input to better understand consumer behavior, perceptions of data sharing, and involvement with digital payment infrastructure. Interested parties may submit comments to the Federal eRulemaking Portal or to privacyRFI@cfpb.gov by April 11, 2025.

South Africa

The South African Financial Intelligence Centre (FIC) has issued a travel rule for crypto providers following a consultation held in April 2024. The travel rule requires crypto operators to verify the identities of both the transferor and the beneficiary including crypto intermediary providers. The travel rule takes effect on April 30, 2025.

Netherlands

The Dutch Central Bank (DNB) has published further information concerning the information register obligation under Regulation (EU) 2022/2554 on digital operational resilience for the financial sector (DORA). Under DORA, financial institutions are required to maintain an information register for all contractual agreements on the use of ICT services provided by third-party providers. The DNB has set a deadline of April 23, 2025, for financial entities to report their information register to the DNB. The official reporting request will be available from April 1, 2025, in MyDNB (the DNB鈥檚 reporting service).
